The impact of on-street parking on pedestrian safety: risk analysis and justification for restrictions in school zones

Abstract

Stationary traffic in the form of on-street parking, in addition to affecting the conditions for traffic flow and the capacity of roadways, also has a significant impact on pedestrian safety. Research in Croatia indicates that 8–10% of pedestrian fatalities occur at the moment they step onto the roadway in front of or behind parked vehicles, and the same percentage applies to injured pedestrians under similar conditions. The paper presents an analysis of a real traffic accident in which a passenger vehicle collided with a pedestrian on a one-way street with on-street parking; the analysis showed that the pedestrian was responsible for the accident, while the driver did not have the technical means to avoid it. The aim of the research is to highlight the dangers of pedestrians carelessly crossing the roadway in the on-street parking zone, as well as the inability of drivers to react to their presence. This study can serve as a criterion for justifying the restriction or prohibition of planning on-street parking in school zones, where a greater number of children are present, with the goal of optimizing traffic safety.
